Why am I paying full council tax on a house that was left to me in a will?

I am married with 2 children and one is disabled. I am buying my own house.  But I have to pay full council tax on the other property even though it is empty an unfurnished - is this right?

Councils may offer an empty homes discount of up to 50% for dwellings that have been empty and unfurnished for more than six months. Guidance is provided on the relevant local authority’s website.
