I have just been told that because my mother has the onset of dementia she doesn`t have to pay council tax. Is this true?

For council tax purposes, certain people are not counted in deciding how many residents there are, providing certain conditions are met. These include severely mentally impaired people. See www.gov.uk/council-tax/who-hasto-pay.
