Is this income from late husband’s pension taxable?

My deceased husband’s pension passed on to me is £279.14, should I be paying tax of £26 on that?

Yes, this pension income is taxable, in the same way as it was taxable on your late husband. Whether you will actually pay tax on it is dependent on how much is your total income in the tax year (including this pension income) and your income tax personal allowance(s).
