If I let out an outbuilding on my main residential property do I need to declare it? If so, is it my income or can it be attributed to my wife's income?

You do need to declare the income. Any income from land is liable to tax - see http://www.hmrc.gov.uk/manuals/pimmanual/PIM1051.htm.
