My parents in law are both age 92. Should they still be paying council tax?

There are no exemptions or discounts from council tax simply because the individual is 92. But the following may possibly be relevant: (a) a hospital patient or someone being looked after in a care home does not count as a resident of the dwelling; (b) a home that is adapted for a disabled person is eligible for a reduction from council tax; (c) if the individual has a low income, the council should have a support scheme to help with payment of council tax.
